<p><strong>Parcel Return Service—Clarifications </strong></p>
<p>We revised <a title="Mailer Services" href="http://pe.usps.com/text/dmm300/507.htm#1223791"><span style="color: #0000ff;">507.13.0</span></a> to clarify standards regarding Parcel Return Service (PRS).</p>
<p><strong>2010 Standard Mail Incentive Program Removal</strong><strong> </strong></p>
<p>We revised <a title="Negotiated Service Agreements and Experimental and Temporary Classifications" href="http://pe.usps.com/text/dmm300/709.htm#1437078"><span style="color: #0000ff;">709</span></a> by removing section 2.0, Standard Mail Incentive Program.</p>
<p><strong>Service Standards for Express Mail Military Service (EMMS)</strong><strong> </strong></p>
<p>We revised <a title="Nonprofit Standard Mail and Other Unique Eligibility" href="http://pe.usps.com/text/dmm300/703.htm#1113810"><span style="color: #0000ff;">703.2.0</span></a> which clarifies the USPS service commitment for Express Mail items sent to and from APO/FPO and DPO destinations.</p>

			<content:encoded><![CDATA[<p>Today, we notified the Postal Regulatory Commission (PRC) that we will change prices for our Mailing Services products, which include First-Class Mail®, Standard Mail®, Periodicals, Package Services and Extra Services.</p>
<p>The new prices take effect on April 17, 2011, almost two years since the Postal Service last raised prices for Mailing Services products. Based on a price cap calculated by the PRC using Consumer Price Index (CPI) data, we will increase prices by an average of 1.741 percent across each Mailing Services class of mail.</p>
<p>The new prices can be viewed online on Postal Explorer® at <em><a href="http://pe.usps.com/">pe.usps.com</a></em>. Click on the link in the left blue navigation frame under “*New* April 17, 2011 Pricing Information.”</p>
<p>We will use the DMM Advisory to keep you informed.</p>

			<content:encoded><![CDATA[<p>Many of you have requested this change . . . and we are happy to announce:</p>
<p>On November 29, 2009, we will revise the DMM to allow automation and carrier route Standard Mail letters (of a certain size range) and all Standard Mail flats, to have attached thin labels or stickers, eligible as Standard Mail matter, under certain conditions.</p>
<p>We also add new standards for affixing dry or clean release cards to automation and carrier route letters and flats of all classes of mail, when content eligibility requirements are met.</p>
<p>For details, see the complete revision in the <em><span style="text-decoration: underline;"><a title="http://www.usps.com/cpim/ftp/bulletin/pb.htm" href="http://www.usps.com/cpim/ftp/bulletin/pb.htm">Postal Bulletin</a></span></em> scheduled for publication tomorrow, November 19, 2009 (22272).</p>
